For the first time, the City's budget adds the 2011-12 fiscal year for comparative purposes to the adopted 2010 budget. The fundamental purpose of the City's two-year budget process to link goals with the resources required to do so. As many other cities do, the City has set forth a number of long-term goals to accomplish through a variety of policy documents and plans – such as the General Plan (and its many related elements such as, parks and recreation, and housing).
The City has had to make a number of difficult decisions in order to balance its budget to reflect the severe global recession. Unfortunately, the State of California has not demonstrated this same fiscal discipline. The State of California billion dollar budget crisis has led to suspension of certain provisions of Proposition 1A. Proposition 1A was passed overwhelmingly by the voters of California in 2004 to protect local government budgets from State raids.
